I'm not sure how often it appears, but I've seen it before. There's no way of knowing specifically how it works, but it seems like it's a place where people here can find things from back home.
You remember that photo we took before I ended up in the hospital? I got it from there when it showed up a while ago. That kind of thing.
[His thoughts on that are probably a lot more than "huh", but this is text and Captain Monosyllabic isn't inclined to type them all out at the moment, apparently.]
[And sure enough, he will be waiting near the door of the training school, hands in his pockets and Star Platinum hovering as always at his shoulder, the way he's simply grown accustomed to doing when he travels out onto the streets of the city.]
Hard to say, really--he struck me as the cautious type for the most part. As you said, he's obviously clever. If I were to guess, I'd say he and I may have had similar roles as their group's strategists.
There are different levels of rank, within the organization. It's a solid hierarchy; his word is law to all the members of the group, but there are sub-bosses and lieutenants under him who have smaller amounts of power and control over their own personal groups.
The entry-level positions are where the most activity happens. Those low-level members do footwork, make deliveries, and handle small business matters for the organization. They report to a leader. That leader is probably one of several who all report to a leader of their own, and so on up until you reach the underboss, the second-in-command who oversees all those activities and reports directly to the boss.
When Giovanna was a foot soldier, Buccellati was the person he reported to.
...You know, I thought my parents might think it was weird for me to have one friend that looked like a delinquent. But if they could see this, they'd both die of shock on the spot.
[KAKYOIN...]
That doesn't really sound like the kind of position that changes all that easily, on either side. I wonder just how chaotic things really were for them.
It's not. A big problem with it is loyalty. Not just with being disloyal to the boss by taking his position, but then commanding the loyalty of everyone else the same way that the guy you just replaced did. Power doesn't change easily like that. And if you got rid of the guy before you, who says someone else won't get rid of you?
[He shrugged, hands deep in his pockets.]
That's not the point, though. The point is, a lot of times the boss will have an advisor, someone who can't overrule him, but...who's allowed to disagree with him. Who's supposed to disagree with him, when he needs it, to make sure he's seeing the whole picture.

It's probably the Emporium. I thought it was weird too, but it apparently just does that.

I wouldn't worry too much--I don't think the building itself is malicious or anything.
